OIC, Regional Director Engr. Hernani G. Abdon presided the first Provincial Mining Regulatory Board (PMRB) meeting of Zamboanga Sibugay Province (ZSP) through video teleconferencing using Google Meet on Wednesday morning of June 3.
PMRB members present were Mr. Dennis Baguio, representing the Provincial Governor, Atty. Wilter Y. Palma; Atty. Marlo Bancoro, Small-Scale Mining (SSM) representative; and Mr. Nestor Carbonera as Non-Government Organization (NGO) representative. Meanwhile, newly appointed Provincial Environment and Natural Resources Officer (PENR-O) for LGU-ZSP, Ms. Medarlene Perez, temporarily served as PMRB Secretariat during the meeting.
The agenda of the meeting focused at revisiting previously issued PMRB Resolutions and discussed among others, the statuses of its implementation. The Board also tackled the issuance of fifteen (15) Quarry, Industrial Sand and Gravel (ISAG) and Commercial Sand and Gravel (CSAG) permit applications subject to the compliance of deficient documents.
The PMRB as a recommendatory body, which is created pursuant to Section 70 of Department Administrative Order 96-40, as amended by the Consolidated DAO 2010-21, the Implementing Rules and Regulations (IRR) of the Philippine Mining Act of 1995 , “shall, among others, accept, process and evaluate applications and determine administrative charges and fees for Quarry, Sand and Gravel, Guano, Gemstone Gathering and Small-Scale Mining Permits duly filed with the same”. Chaired by the Regional Director or his/her duly authorized representative of the MGB Regional Office concerned, the PMRB members shall be composed of the following:
- Provincial Governor/City Mayor or his/her representative as Vice- Chair;
- Small-scale mining representative;
- Large-scale mining representative; and
- Department-duly accredited environmental Nongovernmental Organization representative.
Further, the Regional Office concerned shall provide the technical secretariat during PMRB meetings.
