In adherence to good governance advocacy and in the pursuit of transparancy, the Mines and Geosciences Bureau-IX recently conducted an Information, Education and Communication (IEC) and Public Hearing relative to the proposed Mineral Reservation within Zamboanga Peninsula (North Kabasalan Mineral Reservation) in identified potential areas located in the Municipality of Kabasalan, Zamboanga Sibugay Province.

The said activities were conducted from January 24-26, 2018 in the barangays of Lacnapan, Peñaranda and Sanghanan, respectively and were attended by some members of the Municipal Council, local barangay leaders, people’s organization, women’s organization, IP’s, religious groups and other interested parties.


The Team, led by Geologist Lawrence Zamoras, Supervising Geologist of the Geosciences Division presented and discussed the geological findings and history of the activities undertaken by the region that led to the proposed North Kabasalan Mineral Reservation. The Team was composed of Geologists Paul Asthor Yecyec and Kris Alferez of the Geosciences Division, Ma. Virna Martina Baguio and Ms. Analiza Redillas from the Mine Safety, Environment and Social Development Division, Engr. Edgar Austero of the Mine Management Division, and Ms. Emma Deverala, Information Officer of the region. Topics presented were an overview of the functions/mandate of the Bureau, to include identification and proposing for an area to be declared as a mineral reservation area. Open forums immediately followed at the end of the presentations and the Team ably addressed every issues and concerns raised.

Prior to the conduct of the said IEC and public hearing, a Notice of Public Hearing and Map was posted in conspicuous places in the said barangays, as a compliance to the 30-day posting/publication pursuant to DENR Administrative Order No. 2010-21, as amended, the Revised Implementing Rules and Regulations of Republic Act No. 7942 or otherwise known as the Philippine Mining Act of 1995, to give all stakeholders sufficient time of notification.
